
Paula A. Schaefer has over six years
experience advising and representing school districts, community college
districts and special districts in the areas of business, property and
construction law.
Paula has handled all
types of property transactions including purchase, sale, exchange, and
joint use of property. She has drafted and negotiated numerous types of
professional services contracts. Paula is conversant with the
California Environmental Quality Act, including notices of exemption and
environmental impact reports for districts. Her experience also
encompasses the Brown Act, the California Public Records Act, and labor
compliance programs.
Prior to joining
Liebert Cassidy Whitmore, Paula worked for a
full-service education law firm, where she advised and represented
school districts and community college districts on contracts, business
and facilities issues.
Paula has made
presentations on such topics as developer impact fees, labor compliance
programs and procurement of alternative energy facilities.
