
Todd Simonson provides representation and
legal counsel to Liebert Cassidy Whitmore clients in all aspects of
public sector labor and employment law.
Todd represents clients
in arbitrations, civil service hearings, writs of mandate, trial and
appeal concerning issues such as disciplinary actions, contract
interpretation grievances, and collective bargaining disputes. He also
conducts complex workplace investigations and has provided extensive
training on the subject to public sector employers throughout
California.
Todd has a particular
expertise in public safety matters and regularly provides advice to
police and fire management concerning the application of the Public
Safety Officers’ Procedural Bill of Rights Act and Firefighters’
Procedural Bill of Rights Act. He has recently written articles for
Bender’s California Labor and Employment Law Bulletin on the
Spielbauer and Lybarger decisions that deal with the law on
conducting employee investigations.
Before joining LCW,
Todd was a prosecutor for the Alameda County District Attorney’s Office,
represented peace officers in administrative, civil and criminal cases,
and worked at a management-side firm representing public sector
clients. Todd earned his Juris Doctorate while working full-time as a
police officer for the City of Oakland.
