AB 2631 – Local Agencies: Ethics Training
Local agency officials are required to receive training in ethics, at specified intervals, if the local agency provides certain monetary payments to a member of a legislative body. Existing law requires all local agency officials who are members of specified public bodies to receive ethics training, whether or not the member receives any type of compensation, salary, or stipend or reimbursement for actual and necessary expenses incurred in the performance of official duties.
Existing law requires an entity that develops curricula to satisfy the above-described requirements to consult with the Fair Political Practices Commission (FPPC) and the State Attorney General regarding the sufficiency and accuracy of the proposed course content. Existing law prohibits the FPPC and the Attorney General from precluding an entity from also including local ethics policies in the curricula.
Assembly Bill (AB 2631) requires the FPPC, in consultation with the Attorney General, to create, maintain, and make available to local agency officials an ethics training course, as specified.
